Board History

Austin Community College was established in accordance with the Texas Education Code and as approved by the voters of the Austin Independent School District on December 9, 1971. In the fall of 1973, Austin Community College opened with 2,363 students. The College was governed by a seven-member Board with the same membership as the Austin Independent School District. The College had no taxing authority and owned no real estate. Its boundaries were the same as the School district.

Board Highlights

Voter approval of tax increase

  • ACC’s original taxing authority was granted by voters in 1986.
  • It was capped at 5 cents. On May 3, 2003, voters approved an increase in the ACC tax rate limit from 5 cents per $100 to 9 cents per $100, phased in over 3 years. Voters also approved a $99 million bond issue that will require additional taxes of slightly less than 1 cent per $100 to service.

Annexation into ACC taxing district

  • November 5, 1985, voters of the Leander Independent School District approved annexation to the ACC district by a vote of 83%.
  • November 1998, the voters of Manor Independent School District approved joining the ACC district by a vote of 70%. May 15, 2004, the voters of Del Valle Independent School District approved annexation to the ACC district by a vote of 66.4%.
  • May 7, 2005, the All of Austin election extended ACC taxing authority to include portions of the Eanes, Pflugerville, and Round Rock ISDs that overlay within City of Austin boundaries. Voters approved the proposal by 79%.
  • May 10, 2008, the voters of the portion of the Round Rock Independent School District that had not been previously been in the ACC District voted to join by a vote of 64.5%.
  •  November 2, 2010, the voters in Elgin ISD and Hays CISD voted to join the taxing district. The measure passed in Elgin ISD by 61 percent, or 2,494 to 1,567. In Hays CISD, 59 percent of voters approved the measure, or 6,931 to 4,924.

On March 1, 1982, the Board of Trustees of the Austin Independent School District and of Austin Community College approved a resolution to divest itself of the management, control and operation of the College and to appoint a separate Board of Trustees as prescribed by Section 130.016 of the Texas Education Code. The nine-member board is elected at-large for six-year terms, with three members (one-third) standing for election every even-numbered year. The newly appointed Board of Trustees was installed March 7, 1982. At its first official meeting, officers were elected and terms of office were drawn and assigned.

In 1985, the Legislature passed an Appropriations Bill which stated, “It is the intent of the Legislature that all public junior colleges receiving state appropriations shall initiate procedures necessary to secure ad valorem revenues sufficient to supplement the funding of the district by August 31, 1987.”

ACC held a successful tax base election on March 15, 1986. The measure called for a maximum of 5¢ per $100 assessed property valuation. On March 25, 1986, the Board of Trustees set a .0475 tax rate.
