SUBJECT: Draft Policy on Service Area Responsibilities

PROPOSED ACTION

That the Board of Trustees consider adoption , after any desired amendments, of the draft policy.

RELATED BOARD POLICY OR PLANNING PRIORITY (Directive/Goal/Action Plan)

This item was one of the topics adopted by Board vote as a policy-development priority in November 1997.

RATIONALE

While the Board adopted a planning directive on this topic for the current year (see attachments), and has taken specific actions related to it at various times, it has no permanent policy.

The draft policy supplied would codify these principles:


[1] ACC encourages annexation by any interested communities within the service area, but will proceed only on a voluntary basis.


[2] Commitments of specific facilities and/or services to areas considering annexation shall be made only by Board vote, and would be subject to change by future Boards.


[3] Priority shall be given to sites within the District, and local tax funds shall not be used to subsidize out-of-district activities.

In addition to assessing whether these principles are desirable and are optimally expressed, Trustees should consider whether any additional principles or long-term strategic directives on this topic are desirable.

The current draft has minor changes from the version discussed at the April 6, 1998 meeting, including a shortening of the title.

BUDGETARY CONSIDERATION

The policy has no direct budgetary impact.
