SUBJECT: Draft Policy on College Community Partnerships

PROPOSED ACTION

That the Board review the initial draft of a policy on community partnerships, and discuss whether it would provide an appropriate basis for partnerships with such entities as community organizations involved in workforce development.

RELATED BOARD POLICY OR RESOLUTION

This item is consistent with policies B-5, Policy Development. There is currently no Board policy on this topic.

RATIONALE

The draft policy would define community partnerships, endorse their use, and provide economic principles (share costs, provide services/facilities at cost) to guide the administration in negotiating them.

The draft policy mandates an annual summary report of community partnerships, but does not provide a requirement for Board approval (unless the related costs exceed the purchasing-policy limits).

The immediate motivation for this policy is to provide a framework under which proposals for joint action with community based organizations involved in workforce development issues might be investigated.

Community College Partnerships

[Draft policy -- May 18, 1998]

 

The College shall respond to changing community needs by creating partnerships with community-based organizations as necessary and where appropriate to meet mutual goals and market demand.

Partnerships of this kind, where both parties work together as equals to provide mutually-supportive services needed by sectors of the community, differ both from situations in which the College, as a client, contracts with an outside party to perform some College services and from situations in which the College, as a contractor, provides education-related services.

The economic terms of community College partnerships shall be based on each party bearing its share of the costs. The College may provide facilities and services to partners at rates which match its costs.

The President shall report annually to the Board on the nature, extent, and financial terms of all community partnerships, and on any recommendations for expanding or modifying such partnerships.
