SUBJECT: FY1999 Budget Amendment

PROPOSED ACTION

That the Board of Trustees approve the amendment to the College Budget reducing overall budget expenditures and providing salary for a new Executive Vice President position and a monthly stipend for an interim Executive Vice President of Instruction.

RELATED BOARD POLICY OR PLANNING DIRECTIVE

This item is in response to Board Policy C-5, Staffing.

RATIONALE

The proposed action reduces expenditures of the College Budget by reallocating dollars from the vacant Frank Friedman position (approximately $66,000). This action also eliminates the position of Provost at the Northridge and Open Campuses. The budget amendment substitutes an alternative administrative positionBthe new Executive Vice President.

The proposed action also complies with Board policy requiring Board action in cases where "changes in the staffing table .... increase administrative salaries or stipends." The suggested action would have the new Executive Vice President paid at the salary of $99,104. For the interim Executive Vice President for Instruction, there will be a monthly supplemental stipend of $1,500 added to his existing salary. The monthly stipend would only last as long as the incumbent fills the position on an interim basis.

BUDGETARY CONSIDERATIONS

The overall action proposed by this amendment should reduce personnel costs by approximately $55,000 for the remainder of this budget year. Approximately one-half of these savings will need to be used for the executive search.
