SUBJECT: Development of Policy on Principles for Employee Compensation

PROPOSED ACTION
That trustees discuss at least the first half of the "composite" policy draft on Principles For Employee Compensation, stating concerns and agreements with the various proposed provisions.

RELATED BOARD POLICY OR RESOLUTION
This topic was identified as a 1999 policy-development priority by Board vote in November 1998.

RATIONALE
This policy topic is being developed using the "composite draft" method used earlier for the policy on use of adjunct faculty. Provisions reflecting each issue or approach identified as of interest by a trustee are included as alternatives for discussion and consideration (with the shortest alternatives listed first). The Board will make final choices among these alternatives (after any desired amendments or deletions) when it votes on the policy (the target adoption date is June7).

For this meeting, the primary goal is for trustees to express concerns about or support for at least the first half of the proposed policy provisions. Exact wording changes do not need to be worked out in the meeting -- authors of the provisions may subsequently modify their proposals to address expressed concerns, or other trustees may propose alternatives which express a unified view. These amended provisions will be considered at committee discussions May 17 and during the final amendment/adoption process on June 7.

BUDGETARY CONSIDERATIONS
While the policy will have a substantial long-term financial impact, it does not directly cause any expenditure. Its impact would be through the annual budget process, where efforts to reach the compensation goals declared by the policy would be balanced against other College needs.
