SUBJECT: Consideration of Proposed Policies on Policy Amendments Related to
Recruitment, Student Goal Completion, and Prevention of Harassment

PROPOSED ACTION:
That Trustees discuss the revised policy proposals and either adopt them or give suggestions on any desired additional changes.

RELATED BOARD POLICY OR RESOLUTION
These topics were identified as 1999 policy-development priorities by Board vote in November 1998.

RATIONALE:
The proposals are intended to provide a vehicle for the Board to state its expectations for how the College will fulfill its mission by recruiting students who needs its services and acting to support their efforts to define and reach their educational goals.

The revised proposals incorporate suggestions made by Trustees at the May 17, 1999, meeting, and by staff. In addition to minor wording changes, provisions have been added to mandate reports on the types of students admitted to programs and particular attention to giving assistance to TASP-mandated students. The requirement of providing an advisor may now be waived for students who decline it and already have a clear goal. Also, a section of the earlier draft is now proposed as an amendment to existing Policy F-2, Prevention of Harassment.

In response to suggestions, a provision has been added directing that students would be advised to use alternative suppliers or methods when it is in their best interests, and the proposed title of the policy has been changed from Student Goal Completion to Student Goal Achievement.

BUDGETARY CONSIDERATIONS:
Compliance with such a policy would probably require significant increases in the resources applied to these areas. These resources would be allocated via the planning and budget processes.
