 SUBJECT: Discussion of Proposed Amendments to Policy F-3, Posting of Position Openings 

PROPOSED ACTION:
That Trustees consider, for possible adoption after any desired amendments, the proposed draft policy.

RELATED BOARD POLICY OR RESOLUTION:
This is a policy-development topic, and is being handled in accordance with Policy B-5, Policy Development. This topic was made a policy-development priority by Board vote in November 1998.

RATIONALE:
The proposed amendment would expand the scope of an existing policy to [1] mandate an active system of employee recruitment and [2] mandate an annual report on this topic and set the parameters for it. The existing policy requirements would also be retained.

While most of the activities required by this policy have already been initiated by the administration, the proposed policy would codify Board expectations in this area.

In response to comments during Board discussion at the 11/1/99 meeting, the wording has been modified to make it clearer that [1] the mandated report shall explain as well as identify any recruitment shortfalls, and [2] the comparisons mandated in the report may use reasonable, clearly-explained estimates when exact numbers would be difficult to ascertain.

BUDGETARY CONSIDERATIONS:
This item does not have a significant direct budgetary impact, since any costs in recruitment activities are expected to be more than offset by reductions in turnover.
