Committee of the Whole Meeting - Board of Trustees
In accordance with the terms and provisions of the Texas Open Meetings Act, Chapter 551 of the Texas Government Code, the Board of Trustees Committee of the Whole of the Austin Community College District convened in public session on Monday, April 19, 1999, at 6:05 p.m. in the Board Room (201) of the Highland Business Center located at 5930 Middle Fiskville Road, Austin, Texas, with the following members present: Beverly Watts Davis, Chair/Presiding Officer [arrived at 7:10 p.m.]; Allen Kaplan, Vice Chair; Hunter Ellinger, Secretary; Lillian Davis; Della May Moore [arrived 6:40 p.m.]; Carol Nasworthy [arrived 6:33 p.m.]; Rafael Quintanilla; Beverly Silas; and John Worley.
It is further found and determined that in accordance with the policies and orders of this Board, the notice of this meeting has been posted and return thereof made pursuant to the terms and provisions of the Texas Open Meetings Act, Chapter 551 of the Texas Government Code, and there has been full compliance with the terms and provisions of said act, including the timely posting of the subjects of this meeting.
Recognitions
Work Session - Strategic Priorities 1999-2004
Mr. Kaplan introduced the item and stated it was the third work session on Strategic Planing Priorities for 1999-2004. Dr. Richard Fonte, College President, distributed revised projected cost information associated with the College-wide Resource Requirements by Strategic Priority. Participants and Trustees discussed prioritization of programs/associated costs, renovation/construction of facilities, equipment needs, recurring costs, net-out on per student basis, amortization of facilities, length of life of equipment, student scholarship programs, and programs which were not included on the listing. Trustees discussed a need for student space; comments from workforce groups; unmet English-as-a-Second Language needs; an analysis of projected per student cost and explanation; program review of semiconductor training, including elements associated with administrative conclusions; diversity of community/new programs; funding for student services; increased salaries and fair wage for adjunct faculty; more funds to enable students at lower socioeconomic levels to enter Austin Community College; Adult Basic Education; distance learning including on-site at employers versus additional space; classroom utilization; consideration of scholarship funds for "working poor"; determination regarding automotive program/facilities; importance of Multi-Institution Teaching Center; and budget and strategic planning to occur simultaneously.
Dr. Fonte expressed appreciation to all participants for the comments provided. He stated be discussed in a future Board meeting.

Agenda Item 7078
External Audit Service Contract
Ms. Davis introduced the item and Dr. Fonte stated that a Request for Proposal was sent on the External Audit Service Contract. Subsequently, information was received from the State Auditor suggesting that an external auditor contract period rotate after five years. The current external auditor has been on contract for four years; therefore, it is recommended that the current contract be extended for one additional year, to total five years, with the full understanding that Austin Community College will engage in a rotation at the end of that year.
Allen Kaplan moved and Della May Moore seconded that:
MOTION: The Board of Trustees adopt a five-year rotation guideline for the external auditor. That the Board of Trustees extend the current contract with Martinez, Mendoza & Co. CPA for one additional year.
Board members discussed the need to postpone action until the May 3, 1999, Board meeting.
Mr. Kaplan withdrew his motion and Della May Moore agreed.
This item will be included on the agenda of the May 3 Regular meeting of the Board of Trustees.
Agenda Item 7079
Financial Advisor Services Contract
Allen Kaplan moved and Della May Moore seconded that:
MOTION: The Board of Trustees authorize staff to negotiate a contract with Coastal Securities as Financial Advisory. The contract period will be for a three- (3) year period, beginning approximately May 4, 1999, with two (2) one-year options to extend.
Board members discussed the current contract and Board training.
VOTE: The motion passed on a vote of 7-1-1.
