Forum with Round Rock Leaders

November 19, 2007

 

In accordance with the terms and provisions of the Texas Open Meetings Act, Chapter 551 of Texas Government Code, the Board of Trustees of the Austin Community College District convened in public session on Monday, November 1= 9, 2007, at 6:04 p.m. in the 1st Floor Community Room of the McConi= co Building located at 301 West Bagdad Avenue, Round Rock, Texas, with the following members present: Mr. John F. Hernandez, Chair/Presiding Officer; = Ms. Nan McRaven, Board Vice Chair; Dr. James W. McGuffee, Board Secretary; Mr. = Allen H. Kaplan; Mr. Jeffrey Richard; and Ms. Veronica Rivera.  Trustees Lillian J. Davis, Barbara= Mink, and Rafael Quintanilla were absent from the meeting.

 

It is further found and determined that in accordance with the policies and orders of this Board, t= he notice of this meeting has been posted and return thereof made pursuant to the ter= ms and provisions of the Texas Open Meetings Act, Chapter 551 of the Texas Government Code, and there has been full compliance with the terms and provisions of said act, including the timely posting of the subjects of this meeting.

Board Community Forum with Round Rock Leaders - Planning=

Chair Hern= andez introduced the item and Trustees and participants were introduced.

Mr. Glen C= olby, Co-Chair of the ACCtion4Education Committee, stated that Mr. Raymond Hartfi= eld, Co-Chair of the ACCtion4Education Committee, was unable to attend.  Mr. Colby provided an update regar= ding the Committee’s work and stated over 8,000 signatures were submitted = to place the annexation effort on the Round Rock ballot for vote in May 2008.<= o:p>

 = ;

Dr. Stephe= n B. Kinslow, ACC President/CEO, provided an overview of the Service Plan for Ro= und Rock including:

·        In-District

·        Plans for the Service Area

·        Expanding Curriculum:&= nbsp; Meeting Local Needs

·        Strengthening ISD/ACC Partnerships

·        Faculty/ACC Comprehensive Campus

·        Technology

·        Board Governance

·        Tax

·        Tax Impact – Property Owners

·        Tax Impact – ACC

·        Plan Summary

 

Response to higher education needs for Round Rock:

 = ;

·        Councilman Rufus Hunnicut, representing Mayor Maxwell, expressed appreciation to ACC and stated that Round Rock was very excited a= bout passing the annexation.  He st= ated this would be a significant option because of the tax issues.  Residents are excited about the curriculum, labs, and library.

 = ;

·        Dr. Jesus Chavez, Superintendent of Round Rock ISD, sta= ted that Round Rock ISD currently has 40,000 students and will continue to grow.  He provided information concerning academies in Round Rock ISD.&nb= sp; Dr. Chavez stated the goal was to have all students enroll in higher education following high school graduation.

·        Mr. Steve Laukhuf, Chair of the Round Rock Chamber of Commerce, stated the Chamber’s interest in curriculum for workforce programs and advised that Round Rock is willing to participate any way they= can on the service plan because there are many people ready to go to work in Ro= und Rock.

Ms. Linda = Young, ACC Special Assistant to the President for Governmental and Community Relations, provided information on the planning for a public forum in Early Spring  2008.

A question/answer period followed with discussion regarding:

·        ACC/Texas State/Texas A&M nursing programs.

·        ACC’s Early College Start program.

·        ACC’s workforce programs.

·        Possibility of local opposition to the annexation/tax issue.

Participan= ts expressed appreciation for the meeting and their desire for a successful vo= te in the annexation effort in May 2008.

Trustees expressed appreciation to John and Charles Avery for the land donation and = to Glen Colby and Raymond Hartfield for serving as Co-Chairs of the ACCtion4Education Committee.
