Policy Consolidation Project
Detailed history of the project
Overview:
During 1995-97, the ACC Board of Trustees:
- replaced 300+ pages of implementation-oriented policy with
14 short policies by extracting the strategic elements from 136
old policies and transferring the rest of their content to administrative
rules under Presidential authority;
- added 16 new policies, mostly to establish ACC's version of
the "policy governance" mode of Board operation; and
- retained 16 of the original policies, which were already at
an appropriate strategic level but which are now much more visible
in this concise policy set.
While these policies are now concise (average length is about
210 words), this three-part process has left some overlap and
differences in style. Some policies also retain, even in their
compressed form, more detail than may be required when the Board
agrees on appropriate general statements of strategic principle
on the topic. Discussion of such issues and possible revision
of these policies will be part of the on-going policy development
process.
