2004
5/3 Amended its Budget Policy in accordance with the recommendations of its advisory committee on finance and budget. This includes deletion of existing “set-aside” policies on capital equipment and facilities (G-4 and G-5), whose provisions will be replaced by inclusion of depreciation in college budgets and reports, as reflected by the new policy on Capitalization and Depreciation that was also adopted.
5/3 Amended its Reserves Policy to focus on minimum cash levels rather than fund-balance levels, as recommended by the advisory committee on finance and budget.
4/5 Adopted a resolution renewing its Investment Policy, which the Board is required by state law to review annually.
4/5 Amended policy E-2, Provision of College Facilities, to include a provision requiring use of sustainable building principles to the extent feasible.
2003
11/3 Adopted revisions to several governance-related policies: B-2, B-3, B-4, and C-4, strengthening policy-governance principles.
10/7 Adopted a renumbering and regrouping of several board policies, with no change in their content.
9/2 Amended policy E-4 to specify that the management letter and the financial reports from the external auditors be sent directly to each trustee as soon as they are completed.
8/4 Amended policy C-3 (Duties and Responsibilities, College President) to specify in policy that the Board is to be notified prior to college reorganizations.
8/4 Amended policy E-4 (Organizational Performance Evaluation / Auditing & Internal Auditor) to define the Board interface with the internal auditor.
8/4 Amended policy A-2 (Intended Results) as part of a rearrangement and extension of policy components related to college mission.
7/7 Amended policy E-1 (Master Planning) to more closely track SACS requirements for integration of the planning, assessment, and budgeting.
7/7 Amended policy D-2 (Academic Freedom and Responsibility) to add a section on student rights of free inquiry.
5/5 Amended policy B-3 (Code of Ethics – Board of Trustees) to specify that trustees will use the same travel-expense rules as other college employees.
5/5 Amended policy F-2 (Prevention of Harassment) to clarify and strengthen its language and to include a provision forbidding participation of an employee in personnel decisions related to another employee with whom a sexual relationship exists.
3/31 Adopted, as part of the regular policy-review process, minor revisions to Board policies A-6, D-1, E-1, E-3, E-8, F-1, F-6, F-8, F-11, G-2, and G-3.
3/31 Amended policy C-5, Shared Governance and Information, to include specific references to the nature and goals of the shared governance process.
3/31 Amended policy F-10, Employee Compensation, to exclude professional development from the list of possible targets for the 4% annual allocation specified in provision [10] of the policy.
3/4 Adopted, as part of the regular policy-review process, minor revisions to Board policies A-5, A-6, B-4, B-5, B-6, B-7, C-6, C-7, and G-8 (formerly A-7). More substantive revisions will be considered at subsequent meetings.
3/4 Amended Board policy B-1, to specify that all requests for information by trustees are to be provided to the Board Chair, who will coordinate the requests with the President. The policy was also amended to specify that an orientation on policy-governance principles be held following the election of trustees.

12/2 Amended board policies F-10, Employee Compensation, and D-3, Faculty Workloads, to make it clear that compensation comparisons are based on 9-month salaries.
10/7 Approved a policy rearrangement to add the vision statement to policy A-1 and to move the “results to be produced” section of policy A-1 into policy A-2.
9/9 Amended policy B-4, Board of Trustees Bylaws, to clarify the requirement for discussion of proposed Board actions at more than one meeting except in unusual, urgent situations.
8/5 Amended policy A-4, Tuition Rates, to provide that the per-credit-hour tuition surcharge charged to out-of-district students will increase by $3 each year until the differential matches the average in-district tax effort, thus confirming the principles of the policy while softening its impact (the policy had previously provided for an increase of $3 each semester, which was $9/year; the differential had been frozen at Spring 2001 rates while the policy was being reviewed).
8/5 Amended policy G-5, Capital Equipment Projects, by making the 4%-of-revenue annual reinvestment it mandates optional in fiscal years in which annual revenues increase by less than that amount.
5/6 Approved policy changes clarifying the policies on sabbatical leave and employee recruitment.
5/6 Approved amendments to Board policies B-1 and B-6 to provide more ways for trustee questions about the interpretation of Board policies by the President to be resolved by the Board.

4/2 Amended policy G-2, Purchasing, to clarify provisions about approval thresholds for aggregate expenditures over the course of a year, and to generalize the language about construction-project approvals.
3/5 Amended policy B-4, Board of Trustees Bylaws, to permit votes on urgent non-policy motions at the first meeting at which they are discussed.
