ACC adheres to the highest ethical standards and is committed to prudent stewardship of public resources. ACC’s Board of Trustees policy that governs purchasing activities specifically directs that:
Public funds will be expended in an efficient, effective, equitable, and ethically responsible manner; and,
Goods and services needed by the College will be purchased in an efficient and effective manner.
Board Policy G-2. Purchasing – is available online. All ACC Board Policies are available online.
Additionally, ACC Trustees subscribe to a code of ethics that prohibits any trustee from attempting to influence any operational decision, including purchasing decisions, except when the decision is an agenda topic at an official board meeting. Consistent with this code of ethics, Trustees will avoid individual meetings with people or organizations seeking business with the college when a Request for Proposal, Request for Qualification, or other bid or procurement solicitation is before the public or being deliberated by the College staff or the Board. This specific Board Policy – B-3. Code of Ethics – is available online at .
Finally, ACC Board Policy also specifically defines and prohibits conflicts of interest. Activities forbidden by this policy include:
- The acceptance of personal gifts from College vendors (Administrative Rule 6.11.001 prohibits all gifts from vendors that are not of an obvious advertising nature with a value not to exceed $25. The rule can be found here.
- Significant use of College facilities, resources, or duty time for activities for which an employee is paid by anyone other than the College, except when such activities have been approved in writing by an authorized supervisor and appropriate compensation is made to the college; and,
- Acceptance of compensation for referring students to vendors.
