MINUTES of March 27, 2009

President Dan Dydek called the meeting to order.

Agenda
Professor Don Becker moved that the agenda be approved.  Motion passed.

Minutes
Professor Don Becker moved that the minutes be amended to include attendance by Patti Singleton and then accepted.  Motion passed.

President’s Report
At ACAC’s March 6th meeting, the clause requiring supervisor approval was eliminated from draft AR 6.07.002 on professional development.  The AR was then passed.  President Dydek will enquire about the status of this AR at the PLT meeting.

President Dydek reported on the nominees for the upcoming Faculty Senate election and encouraged people to run for senator.

President Dydek announced John Cise Appreciation Day festivities.

ad hoc Committee on Ombudsman

Professor Domingo Alba presented a draft resolution in support of an ombudsman.  The Senate voted to approve the committee’s recommended resolution.  Motion passed.

Policies and Procedures Committee recommendations on Draft AR 6.01.003

Dr. Mary Parker presented issues regarding the draft AR 6.01.003 Employment of Individuals under the Americans with Disabilities Act.  Professor Domingo Alba moved that both the Accessibility Committee and the Environmental Health & Safety Committee should review the draft AR before consideration by the Academic Services Council.  Motion passed.

Update: ad hoc Committee on TOPS (Orientation)

Frank Cronin reported on developments with student orientations, including the formation of subcommittees.  Changes will come for Fall 2009 with more in Fall 2010.

Salary & Benefits Committee Recommendations

Professor John Cise explained how the administration has been averaging all salaries together, rather than averaging each of 12 sectors as in the past.  By averaging all salaries together, the resulting  average is skewed by ACC’s numerous employees who are highly experienced.  The administration was using imprecise TCCTA numbers.  ACC’s beginning salaries rank about 20th among metropolitan community colleges in Texas.  Don Becker moved to accept the Salary and Benefits Committee’s report.  Motion passed.

ACC Police Department Dialogue with the Faculty Senate

Police Chief Frankie Waller recounted the changes he has made during roughly three years here at ACC.  Questions and answers followed, including concerns about parking and security for the Rio Grande parking garage.

Outcome of Grievance Concerning Office Move

Dr. Tim Altanero presented the Senate with the outcome of his grievance.  Professor Domingo Alba moved to create an ad hoc committee to investigate creating a system to make deans more accountable to following ARs and rules.  The motion passed.  Professor Alba will chair the committee.  Members will include Professor Ron Bass and Professor Ann Palmer.

Consideration of Re-Write of Draft AR 1.06.006 Student Standards of Conduct and Disciplinary Process

Professor Don Becker presented proposed revisions to Draft AR 1.06.006 and moved to table the proposal for consideration at the next Senate meeting.  Motion passed.

Other Business

Professor Ann Palmer proposed two resolutions related to the display of presidential portraits at ACC.  After much discussion, Professor Al Purcell proposed this statement of support:  “The Faculty Senate supports the administration’s decision to restore the pictures in question and is supportive of the administration’s expressed desire for an internal dialogue on this issue.”  Motion passed.
