President Dan Dydek called the meeting to order.
Agenda
Dan Dydek moved that the modified agenda be approved. Motion passed.
President’s Report
Dan Dydek facilitated a discussion on three documents that are proceedings from the October 3rd meeting of the Academic & Campus Affairs Council (ACAC). He will report the Senate's views back to ACAC on these topics.
Dr. Constance Elko gave a report on “Procedures to Address D-4 Policy Reviews, Assessment, Placement and Developmental Courses.”
President Dydek presented a draft for an administrative rule on distance learning best practices. This draft is taken from SACS distance learning policy.
President Dydek lead a discussion on a proposal to open registration for classes earlier.
Workforce Compensation Issues
Professor Tracie Nobles and Dr. Alec Slivinske presented a report from the Salary and Benefits Committee about workforce compensation issues. Because of new data that was provided to the Salary and Benefits committee by Professor Alba, the Salary and Benefits Committee will continue to investigate unresolved issues and report back the next Senate meeting with their findings. Julie Wauchope moved to accept the Salary and Benefits Committee report and await further actions on pending questions. Motion passed.
Proposed Changes to Student Accident Insurance Program and Fee
Mr. Robert Rogers, Environmental Health & Safety Coordinator, presented a proposal for changing the student accident insurance program constituency and fee. After discussion, Rogers said he would investigate questions asked. Dan Dydek will transmit the opinions, comments and questions on this proposal back to the Academic & Campus Affairs Council.
Report of Senate Financial Audit for FY08 and FY09
Professor Norma Mercado, chair of the Audits and Elections Committee, reported on FY09 expenditures of the FT faculty senate. She will pursue obtaining a procurement card for President Dydek.
Student Orientation Issues
Professor Frank Cronin updated the senate on issues being considered by the ad hoc Committee on Student Orientations. The possibility of obtaining stipends to fund adjunct faculty for orientations was raised. Professor Domingo Alba made a motion that the FT faculty senate request funding for adjunct faculty for orientations at a PLT meeting. The motion was not seconded. The committee will continue to work on issues under consideration.
Revised Administrative Rule on Department Chair Elections
Professor Don Becker presented the Policy and Procedure Committee’s recommendations for changes to the AR for department chair elections, AR 3.02.003. Dr. Al Purcell moved to accept the proposed changes. The senate proposed two changes be made to the recommendations’ “Two Envelope Ballot Process.” Motion passed with the changes.
Proposed Revisions to the Structure of the ACAC
Professor Don Becker presented the ad hoc Committee on Committee’s recommendations for changes to the membership of the ACAC. Under the proposal, the ACAC would be renamed the Academic Affairs Council (AAC) and would have a greater ratio of faculty members to administrators. Dr. Mariano Diaz-Miranda moved that the AAC be structured so that the faculty will have a voting majority. Professor Alicia Garza seconded the motion. Don Becker moved to table the motion so that the Committee on Committees could rework the proposal. Motion to table the motion passed.
Professional Development Activities
Melissa Richardson, Coordinator of Professional Development, presented professional development opportunities. She noted that Piper professor nominations had been extended to October 31, 2008.
