Dr. Wayne Maines

Dr. Wayne M. Maines is the Vice Chancellor of Safety and Operations at Austin Community College. He joined ACC in 2018 and leads the administration of collegewide safety operations. Dr. Maines serves as a member of the Chancellor's Cabinet and provides support for a variety of critical college functions.

Dr. Maines has a thorough understanding of the operations of a large college environment and brings a wealth of relevant experience from his work in the private sector. He holds an associate degree from Fulton-Montgomery Community College, a bachelor’s degree from Cornell University, and earned both his master’s and doctorate from West Virginia University.

Dr. Maines is a recognized national speaker, instructor and workshop leader. He has taught courses in Emergency Management, Safety Management, Civil Rights and Leadership for more than 20 years. He conducted training for the Federal Bureau of Investigation, the United State’s Department of Justice, Harvard Medical School, the Pennsylvania Juvenile Court Judges’ Commission, American Association of Collegiate Registrars and Admissions Officers, and the “RI Commission on Prejudice and Bias” Program Roger Williams University School of Justice Studies.

Dr. Maines’ career has focused on motivating people to be safe and to support change in corporate America and higher education. His goal continues to be improved quality-of-life for everyone by developing and implementing management systems that have a positive impact for people and the organizations they serve.

Dr. Maines has served as a contributing writer for the Vera Institute of Justice, Police Connecting with Communities of Color guidebook, Center on Immigration and Justice International Program at the Vera Institute of Justice in New York City, Time Magazine, The London Times, and the BBC.
