Purposes - Referential Writing:

Memory Device: By arranging the characteristics out of order—Valid evidence, Objective language, and Thesis— VOTe can be the memory device. 

People should be informed voters. 

Just remember that in a written discussion of the characteristics you should discuss the thesis statement before discussing the valid evidence.
