Overview of House Bill 1
House Bill 1 (HB 1) is a major piece of legislation passed during the 79th Texas Legislature, Third Called Session, 2006. HB 1 is designed primarily to address public-school finance, property-tax relief, public-school accountability, and related matters. A number of sections in HB 1 address issues related to high school success, college-readiness, and many items related to higher education institutions in the State of Texas.
Purpose of House Bill 1
House Bill 1 supports the State's goals of Closing the Gaps by ensuring the following

Enhanced college-readiness/workforce readiness in Texas

Increased student success in secondary school systems

Increased college-going culture in all schools

Increased higher education enrollments and student success

Decreased developmental education numbers and costs

Creates an educated/trained workforce to grow and sustain economic competitiveness
P-16 Educational Alignment of House Bill 1
HB 1 seeks to align Texas public education systems (P-16). It supports vertical articulation of curriculum in P-16. Accordingly, more students will graduate from high school and will be prepared to enter into and succeed in college.
Texas Community Colleges: A Perfect Response to House Bill 1
Texas community colleges are well-positioned to respond to House Bill 1. The strengths of community colleges rest in their ability to:
- Focus on excellent teaching and learning
- Focus on student access and success
- Respond quickly to needs of business and industry
- Respond effectively to needs of school districts
- Partner interactively with all levels of public education, P-16
- Provide best undergraduate teaching in higher education
- Provide innovative faculty and staff to address the State's challenges of Closing the Gaps
